Tip Question - Tipping Fee?

A buddy and I tested the tipping by each sending 1 BAT to ourselves (verified publisher). After, the Pending Payouts area says 1.90 BAT, which means each tip of 1 BAT was reduced by 0.05 BAT. Is there some kind of free associated with tipping? Can someone shed some light on this?
