Description of the issue:
The EU prebake filter isn’t working

**Steps to Reproduce (add as many as necessary)
1 start brave
2 type a url of an german website (e.g. www.computerbase.de)

Actual Result (gifs and screenshots are welcome!):
the blocker is not blocking the annyoing cookie warning

Expected result:
no cookie warning

Reproduces how often:
every time

Operating System and Brave Version(See the About Brave page in the main menu):
Brave 0.67.125 Chromium: 76.0.3809.100 (Offizieller Build) (32-Bit)|

this filter work correct in other browsers

Prebake is a dead list, hasn’t been updated since May/ 2018

it isn’t a problem of the filter. other browsers use the same filter as Brave.

Keep in mind the ## cosmetic filter used by the Cookie lists isn’t supported yet. The actual cookie divs (no script that brave can block natively to stop the cookies;

##.non-critical.js-show-cookie-consent.footer--with-cookie-consent.footer
##.cookie-consent

In Fanboy Cookie list (via ABP or UBO) this is already blocked. If it annoys you,. just use ABP or UBO with your chosen cookie list (until we support cosmetic filtering)

other browser with the same filter as Brave will not shown any cookie warning
on german websites.

This mistake is several years old.
Many users have reported this error.
