Tabs showing generic globe favicons instead of actual favicons

Description of the issue:
After reboot of laptop / desktop, when Brave restores tabs, the browser just shows generic globe favicons and NOT the actual favicons.
How can this issue be reproduced?
Open some 20+ tabs, reboot the laptop and restore tabs.

Expected result:
Show the actual favicons!

Brave Version( check About Brave):

Version 1.57.57 Chromium: 116.0.5845.163 (Official Build) (64-bit)
