Tab Favicon circle?

Description of the issue:
How can this issue be reproduced?

Favicons on pages with auto-refresh seem to now be reduced in size & surrounded with a circle after a certain time. These icons are much harder to distinguish for people with poor eyesight, is there any option to switch off this feature please?

Expected result:
Tab Favicons don’t change.

Brave Version( check About Brave):
Version 1.62.153 Chromium: 121.0.6167.85 (Official Build) (64-bit)

I’ve noticed this feature today, as well. It looks like tabs get hibernated after a while. But, why does it not occur on all brave browser instances (since version v1.62.153) having Memory Saver feature activated?

I’ve just seen it on one Windows PC, but not on a another and a Linux PC?
