Syncing Unpacked Extensions 2

Extensions not in the store are not syncing across devices

  1. load an unpacked extension in developer mode
  2. sign in to a new device and enable sync
  3. notice that you have to load the unpacked extension again

Expected Behavior: Sync would sync all extensions not just ones available in the chrome web store
