Sync not work from Android to Windows

Description of the issue: Sync not work
How can this issue be reproduced?

  1. I create Sync on Windows 10 Corporate LTSC
  2. I add Sync on Android 9, Built/PPRI1.180610.011

Expected result:

Sync work from Windows to Android, but not work from Android to Windows

Brave Version( check About Brave):

Windows: Version 0.68.139 Chromium: 77.0.3865.90 (Official Build), (64 bit)
Android: Brave 1.3.2, Chromium 76.0.3809.132
