**Description of the issue: This has been happening for quite awhile, over several versions of Brave.
It always happens if I’m reading an article and have paused for a bit before scrolling again. If I’m scrolling consistently the problem never shows up. What I notice is that after about 30 seconds of no scrolling, there will be a delay/stutter in the scrolling.
**Steps to Reproduce (add as many as necessary):Happens on several computers using Brave (windows). Go on a website, wait about 30 seconds, and try to scroll using either the trackpad, or scrollbar.
Actual Result (gifs and screenshots are welcome!):
**Expected result: Smooth scrolling like Google Chrome or Microsoft Edge and any other Chromium based browsers.
**Reproduces how often: Anytime I try to scroll on any webpage
