No Ads While Using Private VPN

Briefly describe your issue:
I’ve been using Brave for some time and really enjoy it. I have not received any ads on my device though. It’s true I use a VPN, but it’s private and it doesn’t change my country (located where I live). I was wondering why I’m not getting any ads.
I looked at my brave rewards logs (brave://rewards-internals), and what it was saying basically as I could make it out, is that I do not have enough unblinded tokens, and whenever a request is made It responds with “Go Away DC”
I was wondering what it means? and is there any solution?
