Just reached the second month of no ads popping up (still receiving background ads), and no rewards increase.

Not sure. If you are in a region that supports it and you truly have not gotten any ads whatsoever, it might be something to do with either extensions installed or something with the alerts set up on Windows? For a few days I was not receiving ads on my Windows 10 PC, I think same build as you too, and as soon as I changed the notifications coming through all the sudden I started getting ads… not sure if this truly was the reason or not, but it sure seemed like it.
