Keyboard shortcuts with multiple windows not working

Description of the issue:
Whenever working with multiple full screen windows, the keyboard shortcuts, such as the ones for new tab, close tab, etc, don’t work. The relevant action gets defaulted to the window in which the last mouse interaction was done, which departs from previous functionality.

Steps to Reproduce (add as many as necessary): 1. 2. 3.

  1. Open multiple windows, with multiple tabs and make them full screen - MACOS: new desktops.
  2. Interact with a tab in one window. (Window 1)
  3. Swipe to another window. (Window 2)
  4. Hit the shortcut for a new tab. Similar for other keyb shortcuts.

Actual Result (gifs and screenshots are welcome!):
New tab gets opened in Window 1 instead of Window 2.

Expected result:
New tab should open in the active window: Window 2.

Reproduces how often:
Often, if not always, since latest upgrade (or the one before).
