Why doesn’t Brave VPN have its own separate app?

My apologies for the delay in reply here. Brave VPN was originally meant to be part of the browser as an additional service for folks to promote privacy further. It was never planned to create a separate app due to this implementation with the Browser. The Brave VPN is powered by Guardian and Guardian has a separate app dedicated just to the Firewall + VPN service. To facilitate a great partnership, this is how both Guardian and Brave came together to offer Brave VPN through the Brave Browser applications.
