Consistently, when I log into my iCloud account, I can’t use Notes. I get this error message: Notes has stopped responding.
I have the latest version of Brave and Catalina.

Are you using the icloud.com site or the notes app on your mac?
If you’re on the site, can you try enabling all cookies allowed
when using notes?
iCloud Notes works fine for me with latest Catalina and Brave on a five year old iMac.
