Previously I created a brave publisher account and connect it to an uphold account. Now I again installed it on my phone. Should I create a new brave publisher account? or Can I use the previous that?

Your device and publisher account are separate so you can use the same account

Any brave punlisher account can be used to sing in brave browser and logged in.
How Can I understand which brave publisher account and uphold account are logged in my brave browser?
If you are a publisher, you can sign in to your account by going to creators.brave.com.
If you are a user with a verified Uphold wallet (but not a creator) – in your browser, you can go to Rewards Settings --> Add/Withdraw funds which will take you to your Uphold account dashboard if you’ve verified – or it will walk you through the verification process if needed.

Add/withdraw option is not available in my phone. So how to understand for the case brave browser in my phone?

At this time, you cannot link you Android wallet to an Uphold account – this will be available in future releases.
