I know that brave is based on chrome. It’s just retexturated with some additional feature. But if you go to chrome://newtab it moves you to the brave new tab BUT if you go on chrome://new-tab-page it moves you to the chrome new tab! So try fixing this issue and even change brave://chrome-urls.
