How to change the default email program

Description of the issue:
How can this issue be reproduced?

  1. Whenever i click an email address on a website, it asks me to open Mail. I do not use mail, I use Outlook. How do i change it? The handler page does not show me anything, plus i do not know in advance which websites will ask me to open a mail program.
