Hamburger Menu is displayed different than usual

Description of the issue: Brave displays the “Hamburger Menu” in small size and as scrollable
How can this issue be reproduced?

1. Open Brave
2. Klick on Hamburger Icon
3. With the following result (Two Screenshots together):
   
   
   As you can see the menu is severely minimized and it gets changed to a scrollable menu.

Expected result:
The expected result is the following. I have used a screenshot from a Mac-User for the lack of a Windows screenshot:

Brave Version( check About Brave): Version 1.10.90 Chromium: 83.0.4103.97 (Official Build) (64-bit)

How often is this issue reproduced?
Everytime.

Additional Information:

1. Windows Version: Version 1909 (Build 18363.900)
2. I have three extensions: Grammarly, UBlock Origin, and GitHub Dark. For testing purposes, I have removed them, however, this did not change the behavior of the menu.
3. I have reinstalled Brave, this did not change the behavior either.
