Haven’t got a S23U, But am using a Fold 5 (still on OneUI 5.1.1), Getting the undo popup here, only when the tabs are expanded and disappears if clicked or not. Could you try force closing Brave, and restart then test again?
Would also check the same in Chrome.

I don’t use Chrome & I don’t have it installed on my phone either thanks to ADB AppControl. Brave is the only browser I use & have installed. Ergo I have no idea if Chrome has the same issue.
Asking to see if its a general issue rather than a Brave issue
