Download button changes sizes on click

Description of the issue:
How can this issue be reproduced?

  1. Click the download button on the toolbar
  2. Watch it get larger and push other icons to the left

Expected result:
The button should not change size when clicked

Brave Version( check About Brave):
1.65.89
