**Description of the issue: Unwanted suggestions are displayed when typing in URL bar
**How can this issue be reproduced? Go to URL bar and type two or three letters of any word

  1. example1
  2. example2
  3. example3
    (same three examples as in beneath link)

**Expected result: Do not make suggestions

**Brave Version( check About Brave): [Version 1.1.20 Chromium: 79.0.3945.74 (Official Build) (64-bit)]

**Additional Information: Been going on for months with admins ignoring the report: Disable URL suggestions
