this one brave://flags/#brave-dark-mode-block will report light mode only if the brave shield brave://settings/shieldsBlock fingerprinting is set to strict by the way if you set fingerprint to strict in most cases it will load the light one
this brave://flags/#enable-force-dark enable it will force dark mode
other factor affect the dark and light mode
if you login to google.com and already set the setting to choose dark/light mode it will use those options
if you not logged in but there some cookies/history that you visit that site with certain mode the site could choose to use the setting from that cookies
so once you go to google go the setting and check if you select certain mode there or not
to test it either open it in private mode and check it or clear the cookies/cache
