Description of the issue:
The close, minimise and maximise buttons are not in the usual taskbar and encroach on the top right of the webpage when using vertical tabs
**Steps to Reproduce (add as many as necessary):
- Launch Brave. 2. Turn on vertical tabs**
Actual Result (gifs and screenshots are welcome!):
Close, minimise and maximise buttons are much further down than expected, invading the top right of webpages and making webpage buttons in that position inaccessible.
Expected result:
Close, minimise and maximise buttons should be at the same level as burger menu and other feature and extension buttons
Reproduces how often:
Every time I restart Brave, including after restarting my machine and turning vertical tabs off and on again
