## Description
I try to remove some sites from allowed list. I set third party cookies disabled (this feature doesn't work either) but some pages were put on whitelist(not by me, maybe a virus?). Sites are still in the exception list and I cannot remove them.
## Steps to reproduce
1. Allow some page to store third party cookies
2. Go to settings -> site settings -> cookies
3. Try to remove site from allowed list

## Expected result
Sites stop using third party cookies after removing them from exception list
- Can you reproduce this issue with the current Play Store version? Yes

Description of the issue: Unable to remove websites from “Allowed to use Third Party Cookies” section.
How can this issue be reproduced?
Go to brave://settings/cookies and at the bottom you will see Allowed to use Third Party Cookies section. Try to remove a website from this section.
Expected result: Should be able to remove websites from Allowed to use Third Party Cookies.

These threads already cover the problem. The problem persists even in the up to date version on Win 11: 127.1.68.141
Is there at least any workaround?
Clicking on the trash can has no effect.
@brobrav turn on Shields. 99.9% of the time the issue of those appearing there is because you have Shields turned off on those sites. Go to each and enable Shields again.
