Description of the issue:
When re-sizing the Brave browser window, I can grab the window on either side or at the bottom and drag to re-size. But, I cannot grab the top of the window.
If I want to make the browser window a little taller I have to drag the entire window up and then grab the bottom of the window and drag it down.
This is … weird. I have never seen this behavior before in any program.

Expected result:
Should be able to grab top of browser window and drag upward to re-size.
