Bug: Sidebar automatically re-enabling after disabling on restart

Description of the issue:
I have changed this setting multiple times but it keeps re-enabling.
Settings > Show Sidebar > Never (Disabled)

How can this issue be reproduced?

  1. Open browser > click Sidebar setting gear toggle
  2. Go to Show Sidebar > set to ‘Never’
  3. Re-open browser after restart

Expected result:
Sidebar is disabled and remembers ‘Always’ disabled setting

Brave Version( check About Brave):
Version 1.39.122 Chromium: 102.0.5005.115 (Official Build) (x86_64)

Additional Information:
MacOS Monterey 12.4
