Reloading closes pages / tabs

Description of the issue:
How can this issue be reproduced?

  1. Had to force shut-down computer
  2. Re-opened Brave and re-opened all tabs
  3. 3 out of 5 windows re-opened; 2 did not
  4. 2 pages of tabs were available to re-open under History but failed to do so when clicked and concurrently disappeared aferwards

Expected result:
Re-open as normal

Brave Version( check About Brave):
Version 1.11.97 Chromium: 84.0.4147.89 (Official Build) (64-bit)
