Browser fails in WIndows 10 at browser startup

Description of the issue:
How can this issue be reproduced?

  1. This is a repeat of a frequent issue with Brave updates. A Brave version that worked fine yesterday suddenly stops working when launched. You get a flash white screen and then nothing. Currently using Windows 10 Pro version 22h2, build 19045.4717. Same failure with Brave Beta. All works OK with Brave Nightly.
