Brave settings are reset at startup

Description of the issue:
How can this issue be reproduced?

  1. Launch Brave (Windows 10 desktop and Windows 11 desktop)

Expected result:
Normal operation

Brave Version( check About Brave):
1.61.120

Additional Information:
When Brave starts and I go to Settings, it tells me that all of my setting have been reset to default. Also, all of my extensions and saved passwords are gone.

I only use one extension and I saved all my passwords to a .csv file that I can import back into Brave. So, all of this is annoying but not a huge problem.

However, none of this should be happening.
