Brave lists its own suggestions, regardless of trying to disable those, and only use Proton Pass suggestions

Description of the issue:
How can this issue be reproduced?

1. Have information saved on Brave. For example, after importing data from another browser.
2. Click on any “username” text field.
3. Both Brave and Proton Pass give suggestions.

Expected result:
Only Proton Pass appears, because I’ve disabled every possible setting related.
