What I would do, is probably not what you would do:
Back up the bookmarks ← export to a bookmarks.html
file, by using the Brave Browser Bookmarks Manager.
Back up the passwords (actually, I just will not use any Internet browser’s password management - I use something else and therefore do not have to worry about whatever calamity strikes Brave Browser data/settings.)
Copy the BraveSoftware folder:
C:\Users\username\AppData\Local\BraveSoftware\
to a safe location.
Delete that folder. Un-install Brave Browser. Exit / Quit everything and Restart the computer.
Install the last Brave Browser version (appropriate for your computer’s architecture) that was compatible with Windows OS 7.

In other words, attempt the most fresh install of Brave Browser, that you can manage.
