Bookmarks are not saving

Description of the issue:

I delete some of my bookmarks and after I close Brave or restart my PC, all my deleted bookmarks are restores, but newly add bookmarks are saved.

How can this issue be reproduced?

  1. Delete some bookmarks
  2. Close Brave/ restart the PC

Expected result:
Deleted bookmarks will be restored.

Brave Version( check About Brave):
Version 1.2.43 Chromium: 79.0.3945.130 (Official Build) (64-bit)
