Is there an extension that allows you to resume a youtube video after a browser restart ?

I don’t know if an extension like this exists but that should be the default behavior anyway. It would however be paused until you click on/refocus the tab that the video playing on.

If there isn’t an extension, free to code one?

Personally, I prefer not to resume any videos. When restarting a session with many tabs/windows, often some videos will auto play sound and it becomes a guessing game on which window and then which tab it’s coming from. “Which tab is causing the sound, please stop” But that’s my opinion.
