Description of the issue:
Youtube videos present with odd color lines when the pointer is on the video or any of the video controls is triggered by the keyboard

**Steps to Reproduce (add as many as necessary): **
Watch any youtube video and point the mouse or press keyboard control like C or F key
Operating System and Brave Version(See the About Brave page in the main menu):
Mac os sierra, Version 1.11.101 Chromium: 84.0.4147.89 (Official Build) (64-bit)
