What does the "Show adds when not in use" togge mean in brave mobile?

Hi, i just notice in brave for android (mobile) has one option under brave reward called “Show adds when not in use”. What exactly does it mean if i switch the toggle on?

a> brave will only show ads when I have not opened brave?
b> brave will show adds irrespective of opening or not opening brave?brave

If that option is toggled on, brave will show ads even if you’re not using the browser but the browser needs to be in the background.
