Unexpected behavior scrolling on ChromeOS

Description of the issue:
When using 2 fingers on the trackpad to scroll, Brave randomly jumps from one tab to another. Two-fingered touch also highlights text instead of scrolling.

How can this issue be reproduced?

  1. Open any page in Brave (e.g., news.google.com)
  2. Use 2 fingers to scroll down page
  3. Random words will highlight. If another tab is open, Brave will jump to the other tab.

Expected result:
Scrolling should scroll up or down the page
