Description of the issue:

Unable to change display language in app. Same problem happened in Brave Stable 1.46.154 and Brave Beta 1.48.113.

How can this issue be reproduced?

  1. Install Brave from Google Play on freshly installed Android 13, with system language Chinese Traditional (Hong Kong).

  2. Since the Chinese (Hong Kong) translation of Brave is incomplete, I try to change the the language to Chinese Traditional (Taiwan).

  3. Restart Brave Browser. The app language remains the same (as system language, zh-HK).

Expected result:

Language changed to selected language.

Brave Version( check About Brave):

Brave Stable 1.46.154 and Brave Beta 1.48.113.

Mobile Device details

Android 13, Pixel Experience 13 Plus, OnePlus 7
System Language: zh-hant-HK

Additional Information:
Unable to change to any other language, e.g. en-US, ja-JP, etc.
