Description of the issue: the tops sites have placed site I don’t what there and when I delete them they come back the next time I go to the home page. It won’t let me pin any new ones either.
Steps to Reproduce (add as many as necessary): 1. 2. 3.
1, go to the home page
2. Delete a top site or try and pin a new one.
3. refresh page.
4. oops, they are either back or not pinned anymore.
