Downloads icon does not appear in the toolbar

### Description Several users are reporting that after updating to v1.80.124, t…he downloads icon does not appear in the browser toolbar when files are downloaded. Some users have reported that the icon will appear in the toolbar when most/all pinned extensions are removed from the toolbar -- so perhaps the the issue is related to the amount of space available on the toolbar. ### Steps to reproduce 1. Open an downloadable file 2. Click on download 3. The download icons never appears ### Actual result Downloads icon does not appear in toolbar ### Expected result Downloads icon should appear in the toolbar regardless of how many pinned items are already there. ### Reproduces how often Easily reproduced ### Brave version (brave://version info) v1.80.124 ### Channel information - [x] release (stable) - [ ] beta - [ ] nightly ### Reproducibility - [ ] with Brave Shields disabled - [ ] with Brave Rewards disabled - [ ] in the latest version of Chrome ### Miscellaneous information Several users reporting the issue in this Community thread: https://community.brave.com/t/show-downloads-when-theyre-done-not-working-anymore/635176
