Re-opening tabs (not happening)

Description of the issue:
How can this issue be reproduced?

  1. Previously opened tabs not re-opening when opening Brave even though this is
    “on” in the Settings (On Startup “Continue Where You Left Off” is checked).

**Expected result: Please tell me if I need to tweak something to fix it or validate that I’m not crazy, it’s a real bug, and you are working on it.

**Brave Version( check About Brave): 1.74.51
