Hi I was new to contributing to Brave(and open source in general) and was wondering where should I go to ask technical questions when working on issues or setting up a dev environment? Also if I find an issue like style or format on the browser, should I make an issue on the Github repository or post the issue here?

Best place for you would be to start on our Github wiki here. If you have questions, feel free to ask them here and I will do my best to ensure a dev sees and replies to it.
