On my end Pandora is working fine on both macOS and Windows 10 systems in the latest release of the browser. I even set Shields to Aggressively block ads & trackers thinking that that was probably the cause but to my surprise it went ahead and played under Aggressive settings as well.
Can you try playing content from Pandora in a Private tab and tell me if you get the same behavior?
running Pandora from a new tab or new window made no difference.
I played around and clearing cookies worked. not sure why but its now working
