How can this issue be reproduced?
I have 2 rows of 5 top sites each on my New Tab Page. Can I add more sites, or do I have to remove one for each addition? How do I do that?

You can add more – if you don’t see it, it is because it’s been added to the next page. You’ll note the small circle at the bottom of the widget which allows you to move between pages:

@FlatulusMaximus it only displays those one at a time, but you’ll see if you add more favorites that it does a second page you can switch between.
So like, I just created a bunch of stuff to add to top sites. You see page 1 of it below:
Notice the little circle on the bottom middle? Click it and it goes to page 2:
And you’ll notice where small circle was on the right, now it’s on the left. The other one that’s larger and all is to indicate what you’re on. You just toggle that way. To my knowledge, there’s no real hard limit to how many can be there.
But there is a limit on the space you can use. There’s no way to have them all appear right on top of your New Tab Page. This is because they don’t want to allow anyone to use up space where New Tab Page ads might appear. For example, let’s look below:
While they technically could expand on the Top Sites to go down a bit more, you see where they have the Midnight
thing on the bottom left? That’s the name of the company placing the ad. Then we have the big picture in the center, that’s whatever images or key part of the ad usually appears.
As such, Brave won’t let us touch those areas with a ten foot pole. Of course, another example is below. You can see where it uses more space in the ad and has things even in the spot where I said you technically could have the Top Sites expand to. So if it expanded, it would cover up part of the people but also the Decentraland
written on the wall there on the left.
Basically, ad revenue is more important than giving people customization options on the page. And even if you disable Rewards or Sponsored Images, they won’t give you the ability to expand and customize more on it. Essentially no wanting to incentivize people from disabling those. As such, we’re always limited on what can be done on the dashboard. But, as stated, we are able to save a lot more Top Sites than just the two rows.
