When Settings > Appearance > Brave colours is set to Dark…
…then it is almost impossible to tell which tab is the active one. The color contrast is just too low. Example:

Can I, myself, do anything to mitigate this?
If not, where do I report this to request some change?

well, you can change the interface to other colors or even install themes from Chrome extension store, if this one is not something you like, so you find the one that works best for you.
You do it here brave://settings/manageProfile there is one that is called Black that seems to be more of what you are looking for.
But you can pick any color too if you still want something else.
