Extended SOCKS Proxy support

Brave has already advanced security options, but lacks on advanced proxy part. For a MullVad VPN use case, there is need for proxy configuration like Firefox has : SOCKS v5 + Proxy DNS. Nowadays, one needs a command line option for SOCKS and there is no Proxy DNS SOCKS v5 option. With this option I could make Brave my preferred sec browser :slight_smile:

I have tested on Brave 1.39.111 and no DNS leak reported on Mullvad connection check : https://mullvad.net/en/check/
