Downloads notification keeps popping up all the time

**Description of the issue: Download complete notification keeps being shown forever and steals focus from typing.
How can this issue be reproduced?

  1. Download a file
  2. See completion notification.
  3. Close notification popup.
  4. Do nothing else and wait some time.
  5. Download notification popup is shown again.
  6. This goes on forever every X amount of time until I close brave browser. Usually every 1-2 minutes but can be more frequent.

**Expected result: Notification should be shown only once.

**Brave Version( check About Brave): 1.62.153
