Closed Private Window Contents Displayed on Focus Switch

There are times that the contents of closed private windows are shown when Brave gains focus at a later time.

Steps to reproduce:

  1. View URLs in a Private Tab
  2. Close the tab
  3. Switch to another app
  4. At some time later, switch back to Brave
  5. The contents of the previously closed Private tab are briefly shown until a new non- private tab is created.
