Can not sync history record of visited site between ipad and pc

Description of the issue:
Can not sync url history

**Steps to Reproduce:
I clicked sync option in settings on ipad and pc.
make sure the device is synced.
At least that’s what the screen shows.

**Reproduces how often:
Always

**Brave Version(See the About Brave page in the main menu):
Brave has been updated to the latest version
1.28(21.7.9.13)(ios),1.27.109(windows)

**Type of devices currently running on the Sync chain in question:
ipad(ios) and pc(windows).

As of the moment, you can only sync bookmarks on iOS.

Note: At this time, iOS Sync only Syncs bookmark data. We are working to include all data types in Sync as soon as possible.
