Description of the issue:
Saving a webpage choosing Webpage, Complete function behaves like Webpage, Single File, so not a folder with the same name plus the suffix “_folder” is created, as used to do.
Steps to Reproduce:
1. Launch Brave.
2. Visit any website, then press CTRL + S.
3. In the new window choose Webpage, Complete in the menu at the bottom.
4. Click “Save” or press Enter.
5. Look for in the Download folder.
Expected Result:
Creation of a folder named as the saved webpage (with a “_folder” suffix), with some HTML, CSS, JS, and pictures files.
