All windows should know about all tab groups

So I’m using vertical tabs. I right click on one and click add tab to group. If I have several windows up, not all the groups appear there, so I often can’t add. So groups only works properly if you have only one window in your session. I think that all windows should know about all tab groups. Perhaps this is a problem that comes from chrome, but I feel that brave should not have it. I am on linux mint 22, using Brave

I’m on Fedora with the same version of Brave. Groups are working properly for me: I have 2 windows with groups, when I open a third window all those groups are listed in the “Add tab to group” menu.
