Webpages not loading properly

Certain website are not loading properly. Either the page does not appear as it should and/or forms/buttons do not work.

I am using windows 10 64 bit on Dell Latitude 7390. It seems like a flash or java issue but I honestly have no idea. How do I get webpages to render properly?

Does the site function as expected when Shields are turned off?

I couldn’t replicate this, ideally the user shouldn’t need to disable shields. @bigshooTer
