I checked that my country PH is NOT listed on the NOT supported page.
also, I already have UPHOLD before, its just that recently the error on my brave browser shows NOT SUPPORTED, until now I am still able to log in to my UPHOLD account, but not able to sync it with BRAVE.

Countries supported by Uphold are different than supported for connecting to Brave Rewards.

What they mean is that, the list shows countries which are allowed to connect to brave rewards.
The link you provided is for countries which Uphold doesn’t allow making accounts or doesn’t support for making new uphold accounts.
TBH, I am not sure I understand your problem. I assumed you saying PH is Phillipines, right ?
Look at the error message closer. It doesn’t say you’re not allowed to use Uphold. It says:
Notice it said Brave Rewards verification? Doesn’t say “you can’t use Uphold?”
And you’ll see Philippines is not on that list. The ending link there just is countries that Uphold flat out doesn’t support. But just because Uphold supports a country doesn’t mean that Brave will.

No. Only way to cash them out is by connecting to Uphold / Gemini. Since both don’t support, I guess you can’t do anything.
